Consultative Mechanisms

Description

The Consultative Mechanisms constitute a privileged instrument of coordination between the government and the private sector. Its aim is to provide necessary consultation, advice and assistance for an open, constructive and objective dialogue about the competitiveness of domestic and global markets in the country. The unit begins with identifying and investigating a problem, formulating notes for discussion, preparing documents on their positions and negotiating with the Government, with the aim to find solutions to reduce the constraints of a competitive business environment through a policy reform or a new legislation.


The role of the CTA, through the mechanisms of dialogue with the Government, is to ensure that private sector interests are safeguarded everytime a legislation is released of amended. For this purpose and to ensure that entrepreneurs are involved in the discussions, the CTA consults its members, in particular, and the business community in general, before issuing whatever position of the private sector. When the government issues a law, it gives the CTA some time to consult its members and to provide an opinion.

General and sector legislation: water, civil construction, energy, fiscal policy and customs, health and vegetation, maritime and road transport.

 

Model of dialogue

  • The Annual  Private Sector Conference (CASP) is the most important event in the consultative process between the Private Sector and the Government. This two-day meeting headed by the President of the Republic is held to reflect on the country's economic development by identifying the difficulties and opportunities to accelerate economic growth. In this objective, the participants review the action matrix agreed on at the previous CASP and prepare strategies and a matrix for future actions.The highest-level members of government and business delegates representative of all the economic sectors and regions of the country participate to this meeting. It also includes the members of CTA. The following take part as guests: Mozambican and foreign entrepreneurs, representatives of political parties, representatives of sovereign bodies, cooperation agencies, donors, information agencies, and representatives of civil organizations. 
  • Regional Conferences of the Private Sector (CRSP) reflect the decentralization of some CTA activities. Their purpose is to assess the progress made by regions, provinces, and districts since the last CASP; to hear from and agree on proposals for solutions to problems facing entrepreneurs; to monitor and assess the degree of implementation of the matrix approved by the government at the previous CASP; and to prepare a matrix for the next CASP. The regional conferences are directed by the Governors of the provinces. Participants include members of provincial and district governments, local associations, entrepreneurs, and others that participate in development and should reflect the priorities, interests, and concerns of the region.
  • The Extended Consultation Council (CAC) is a biannual meeting between the CTA and His Excellency the Prime Ministre to monitor and implement the CASP matrixes and evaluates progresses and problems in relation with the matrixes. Balance of activities 2009 and Priorities 2010 - CAC 04.08.2010 (PPT, 66 KB).
  • Trimestrial meetings with Ministers of each sector Meeting between each working group and Ministry of its sector to assess improvements in the matrix assessment.
  • Monthly meeting with focal point (Ministries or institutions) : Monthly meeting of working groups to evaluate progress in problem resolution related to the matrix.
  • Working Groups
